Motor Third-Party Liability Insurance for Foreigners in the Czech Republic

Generally, the Czech legal system requires every vehicle to be compulsorily insured in the form of so-called compulsory third-party liability insurance, which is a more precise name for motor third-party liability insurance. The importance of insurance cannot be underestimated, as without valid compulsory third-party liability insurance, it is not permitted to operate a vehicle on public roads. Practically, every vehicle operated in the Czech Republic must have compulsory third-party liability insurance.

This legislation also includes foreigners, who constitute a specific category in relation to motor third-party liability insurance.
Generally, if a foreigner has their vehicle insured abroad and possesses proof in the form of a so-called Green Card, they do not need to arrange compulsory third-party liability insurance in the Czech Republic. Their insurance is typically valid. In principle, compulsory third-party liability insurance is usually valid at least within the countries of the European Economic Area.
Register of Ukrainian Vehicles
Ukrainian citizens now have an obligation to register their vehicles used in the Czech Republic. This obligation stems from an amendment to the Foreigners' Residence Act. The vehicle registration process is handled by municipal authorities with extended powers, where the vehicle register is located, and this process is free of charge. For Ukrainian citizens currently residing in the Czech Republic, registration will be possible from October 1, 2023. From January 1, 2024 there is an obligation to register the vehicle in the database within 7 days of receiving temporary protection or a tolerance visa. This condition does not apply to vehicles in international traffic.
To register a vehicle, you must bring a valid identity document, a vehicle registration certificate or technical certificate, and a completed operator form where the applicant provides basic information about themselves and their vehicle. If the registration is not carried out by the applicant designated as the vehicle operator, but by another person, a power of attorney with an officially verified signature is required.
Border Insurance
Border insurance is a special form of compulsory third-party liability insurance intended for foreigners. This insurance should be taken out by all those who cannot confirm the validity of their insurance using a Green Card, as mentioned above. According to information from the Czech Insurers' Bureau (ČKP), border insurance can be arranged for an extended stay of a foreign vehicle in the Czech Republic after the previous motor third-party liability insurance valid in the Czech Republic has expired.
The Czech Insurers' Bureau itself provides border insurance. It is always concluded for the relevant period of stay upon payment. Border insurance can be arranged for a minimum period of 15 days.
Compulsory Third-Party Liability Insurance
For foreigners planning a long-term stay in the Czech Republic, it may be more advantageous to arrange compulsory third-party liability insurance traditionally within the Czech Republic, especially from a financial perspective. This option becomes particularly significant for longer planned stays.
To take advantage of this option, a foreigner must re-register their vehicle and obtain a domestic license plate (SPZ). It is important to note that vehicle re-registration is only permitted for foreigners with long-term, temporary, or permanent residency in the Czech Republic.
Comprehensive Car Insurance
For foreigners living in the Czech Republic, comprehensive car insurance is not mandatory, but it can be beneficial, especially if they own a new and valuable vehicle. This voluntary comprehensive insurance can provide them with greater protection in the event of an accident or vehicle damage.
